§ 29. Delegation of powers by council.

The council shall have and exercise all powers of the village not specifically conferred upon other officers and employees. It may delegate any powers except the power to fix the rate of taxes, enact ordinances and resolutions, adopt the budget and tax roll, or appropriate money.
