§ 9. Public utilities.

Said village shall have and is granted the rights and powers:
(1)

To render available within or without the village all kinds of public services and conveniences, and to permit others so to do;

(2)

To establish, regulate and enforce rates and charges, service and facilities for all said public services and conveniences.
